Covington County Commission Regular Meeting Recap October 27, 2026

All commissioners were present. The meeting included discussions and action on courthouse improvements, county operations, Sheriff's Department requests, hurricane recovery efforts, and other county matters.

The Commission approved the minutes from the October 8 Workshop and October 13 Regular Meeting.

Safety Coordinator Appointment

The Commission approved the appointment of Josh Hudson as the county's Safety Coordinator. Hudson will fill the position following the resignation of former Safety Coordinator Todd Grimes.

Probate Courtroom Improvements

The Commission voted to postpone seeking proposals for Probate Courtroom renovations until work at the Administration Building is completed. The decision will allow temporary office space to remain available during ongoing building improvements. The courtroom project will be reevaluated once that work is finished.

Property Transfer in Opp

A proposed resolution involving the transfer of property in Opp was moved to a future meeting while County Attorney Morgan Arrington completes the necessary documentation.

Covington Center Arena Equipment

The Commission approved partnering with Vocational Rehabilitation Services on a 50/50 cost-sharing arrangement for equipment at the Covington Center Arena. The equipment will be advertised for bids before purchasing.

Maintenance Department Updates

The Commission approved changes to the Maintenance Department's manning chart, updating three Labor I positions to Labor I/II classifications. The changes provide flexibility for future employee advancement. The Commission also approved updating an arena position designation to reflect the department's current staffing structure.

Sheriff's Department

The Commission approved several requests involving the Sheriff's Department:

  • Renewal of an agreement with the Alabama Department of Economic and Community Affairs (ADECA) for reimbursement of eligible traffic enforcement overtime expenses.

  • Purchase of two patrol vehicles from local bidder J.M. Jackson, along with approximately $3,063 in additional budget funding for vehicle equipment.

  • Out-of-state travel for personnel to attend training in DeFuniak Springs, Florida. The training will be provided at no cost, with the county responsible for transportation fuel.

Subdivision Approvals

The Commission granted final plat approval for Brogden Acres subdivision and preliminary plat approval for West County Line subdivision. Final approval for West County Line will be considered at a future meeting.

Hurricane Recovery and Debris Removal

County Engineer Derrick Donaldson presented two options for hurricane debris cleanup, including the use of county crews and equipment or contracting the work to an outside company.

Commissioners discussed estimated costs, equipment availability, FEMA reimbursement requirements, and the importance of continuing scheduled county road projects.

Following the discussion, the Commission approved using county crews and equipment for debris removal, primarily utilizing the existing right-of-way crew.

The county continues preparing for cleanup while awaiting federal disaster assistance approval. If approved and eligibility requirements are met, FEMA may reimburse qualifying personnel and equipment expenses associated with debris removal.

Covington County Probate Judge Stacy Brooks reminded residents that the General Election will take place Tuesday, November 3, 2026. Polls will be open from 7:00 a.m. to 7:00 p.m., and voters should bring an acceptable photo ID.
